Yes, broccoli does well in our cool summer climate, and will even tolerate the fog. Of course it'll grow larger with more sun. Start planting now through Sept, depending on the variety. Ask your local garden center about the different varieties they carry and have broccoli all year long! And don't forget to plant some of the pretty purple broccoli!
